Dr. Kevin A. Norvell
President & CEO
Dr. Kevin Norvell brings more than 20 years of leadership in education, ministry, and organizational development to his role as President and CEO of Voice of Hope Ministries. He holds a Doctorate in Education Administration from Texas A&M University–Commerce, along with degrees in Basic Bible, Biblical Counseling, Organizational Management, and a Master’s in Training and Development.
A dedicated pastor and community leader, Dr. Norvell has served in ministry for over two decades and currently serves as moderator of the Dallas Regional Missionary Baptist District Association. His passion for faith-driven leadership and mentorship helps guide Voice of Hope’s mission to empower individuals and strengthen communities.

Voice of Hope’s leadership team works collaboratively to oversee daily operations, program development, family engagement, and community partnerships. Their combined experience supports the ministry’s commitment to consistent and faithful service.
Craig Panza
Executive Vice President
Craig Panza has been a dedicated leader at Voice of Hope since 2005. Beginning as an after-school classroom educator, he has served in executive leadership across finance, operations, development, and programs for nearly two decades.
Craig holds a BA in Math and Music from Cal Poly Humboldt, a Master’s in Biblical Studies from Dallas Theological Seminary, and an MBA in Strategic Management from the University of North Texas. His strategic leadership and long-standing commitment to the organization help drive Voice of Hope’s mission and impact in the community.

Board Leadership
Voice of Hope Ministries is supported by a governing board that provides accountability, guidance, and oversight. The board ensures that the ministry remains aligned with its mission and operates with responsible stewardship.
Mr. A. Starke (Tracy) Taylor III
Chairman
Tracy has spent four decades pursuing opportunities in the real estate industry. Recently he retired from his position with National Storage Affiliates (NSA/NYSE), a New York Stock Exchange Company, where he was a founding partner. Tracy is a graduate of Southern Methodist University. He served on the Board of Dallas Theological Seminary for fifteen years and later served on the Board of Redeemer Seminary. Tracy has also served on the Board of Dallas County Salvation Army, the Board of Thrive Women’s Ministry, and the Regional Board of Young Life. He is a former president of the North Dallas Chamber of Commerce and currently serves as a Shepherding Elder at Park Cities Presbyterian Church.

Mr. Steven T. Vanderhill
Mr. Steven T. Vanderhill has served 25 years in education as a seminary administrator, instructor, dean, vice-president, and president. Prepared for educational service and ministry with a Bachelor of Religious Education, a Master of Divinity, and doctoral studies, Steve has served for decades in seminary, church, and international missions education. Steve is an Elder in the Presbyterian Church in America and serves as the Stated Clerk of the North Texas Presbytery. Steve is married to Thea, with two children and seven grandchildren. As a father, grandfather and educator, Steve seeks to help “the little children come to” Jesus through his service with Voice of Hope.
Mr. Harry Hargrave
Mrs. Tracey Frattaroli
Tracey Taylor Frattaroli is a Dallas native with decades of nonprofit leadership and Christian ministry experience. A graduate of Duke University, she began her career in the White House Office of National Service. After working in Washington, DC, and New York City, Tracey returned to Dallas where she worked at several nonprofits, including seven years as Executive Director of the Marilyn Augur Family Foundation. She has also served as Chairman of the Board of The Cambridge School of Dallas. Tracey has been a member of Bible Study Fellowship since 1999 and a Teacher Leader since 2014. She and husband Christopher are members of Park Cities Presbyterian Church. They have three adult daughters and two grandchildren. Tracey is guided by John 1:16: “From His fullness we have all received grace upon grace.” Tracey first volunteered with Voice of Hope as a high school student and is honored to join the Board.
